You can buy prepaid SIM card in Noi Bai international airport near Hanoi city in VIetnam.
On the arrival floor, there's a mobile phone and SIM card shop of Vietmobile.

I passed my iPhone to a shop attendant , and in a 2 minute, my iPhone caught wave.
